Chief Master Sergeant Ricky E. Ramsey is the Command Chief for the 136th Airlift Wing assigned to Naval Air Station Joint Reserve Base Fort Worth, Texas. He serves as the principle senior enlisted military advisor to the wing commander on all issues regarding the welfare, readiness, morale, proper utilization and progression of the enlisted corps within the wing.
Chief Ramsey enlisted into active-duty Air Force in September 2003 as a Civil Engineering Apprentice specializing within the Liquid Fuels Maintenance career field. He later went on to serve as an Enlisted Accession Recruiter for four years before returning to the Civil Engineering community. After some time, Chief Ramsey cross-trained as a Financial Management Apprentice and gained expertise in all facets of financial management, during both active-duty and full-time Air National Guard service. His professional background includes various primary and additional duties to include Facility Manager, Enlisted Council President at all three enlisted tiers as well as an additional-duty First Sergeant. He also has directorate expertise fulling roles such as program field representative, lead instructor for the ANG’s FM Directorate courses and Senior Enlisted Advisor to the NGB/FM Director. Before assuming his current position, Chief Master Sergeant Ricky E. Ramsey was the Senior Enlisted Leader for the 136th Comptroller Flight, Texas Air National Guard located at NAS JRB Fort Worth, Texas. He also simultaneously served as the Senior Enlisted Leader for the 136 AW/HQ, serving 65 personnel within the wing staff. As the Comptroller Senior Enlisted Leader, he was directly responsible for the training, management, and development of 11 enlisted personnel while overseeing and advising Commanders, Chiefs, and senior wing leadership on the use of the $40M wing budget while funding CONUS, OCONUS and domestic operations. As one of six NGB/FM Regional Chiefs, he was responsible for regions 4 & 6 comprised of over 14 states and 17 Comptroller Flights within the ANG/FM community. Prior to that position, he served as the Flight Chief of Financial Management Operations for the 184th Comptroller Flight, Kansas Air National Guard, McConnell Air Force Base, Kan. In this role, he oversaw the disbursement of all military, travel, and civilian pay actions for the 184th Wing base populace delivering accurate and prompt payment to all Active Guard Reserve (AGR), Drill Status Guardsmen (DSG), civilian, and technician employees while advising on all financial matters for senior leadership. Additionally, he has served on the Career Field Manager’s Advisory Council as a Regional Chief providing leadership, strategic posturing and decision support for all Comptroller flight personnel within the Air National Guard shaping the future enlisted comptroller community. His professional portfolio includes his selection as Senior Enlisted Advisor to the Comptroller Advisory Board as well as the Lead Instructor for NGB/FM’s Advanced DTS Course. Lastly, he served as the senior enlisted representative for NGB/FM’s Comptroller Superintendent’s Course, providing critical leadership, development and training for all Air National Guard comptroller superintendents.
